Maple Town aired in the US and Europe in '87, but like most cartoons it got a ton of reruns, so it is definitely something you may have seen pop up while channel surfing in the early 90s.

The whole punchline to the thing was that this poor old man was past his years and couldn't fight crime like he used to. I remember a lot of gags about dentures, bad backs, canes, etc. I thought that it may have been called "The Mighty Bee", or some variation, but I'm probably mixing that up with the Nicktoon "Mighty B" from 2008, and this ...A children cartoon series (NOT film) about farm life. In the opening animals of this farm were bringing somewhere the letters of the cartoon's title by rolling or pushing them. The title letters were sort of patchwork/stitched style and when the title was fully composed it was shown from above.
